The need for an information strategy
Isn't there something you should know?

  • Does anyone know why performance slipped?
  • We’re over budget! How?
  • We had the data but no one was using it?
  • This report…40 pages of statistics, but no insight?
  • This partnership initiative has no measure of success – how come?

“Almost 80 per cent of councils say a lack of in-depth analysis is a major problem.”
Audit Commission*

  • …we recognised it early and turned it around.
  • …we didn’t need to touch the contingency budget.
  • …it was flagged automatically.
  • …we identified a trend.
  • …we nipped it in the bud.
  • …it’s delivering value.

“Exemplar councils have the right culture, people and standards to provide good information.” Audit Commission*

The ECM agenda has created considerable opportunities for local authorities to change the way they do things, putting the well-being of children and young people firmly at the centre of their business processes.

Breaking down former cultural and structural barriers which inhibited information sharing, greatly improves the services offered to children and their families, and if managed well, sharing data can have a major impact on reducing administration and improving outcomes for children.

However, information strategy still lags behind with local authorities suffering from supporting multiple systems which don’t join-up data across the directorate, don’t encourage information sharing, don’t provide the full picture of each and every child, have limited reporting capabilities and are costly in terms of their support requirement.

Insight and the individual

  • Spot the story behind the snapshot, the individual through the mass.
  • See any one child, by having access to all the information on every single one.
  • View the child in three dimensions - the aggregate picture of interventions at school, at home and in the community.

Insight and the big picture

  • Establish the real threats, the true costs and the shape of success.
  • Identify clearly emerging patterns, early warning signs, budget implications and the picture beneath the surface.
  • View the wider picture too… across all communities, all schools, all services.
